The EHIC card (the <strong>European Health Insurance Card</strong>) is needed within Europe to obtain the same health care as local residents, it is not a replacement for travel insurance but is essential as many Travel Insurance policies require use and claiming of free services before calling on their insurance and making a claim.<br />

<strong><span style="color: purple;">Holidaymakers needing medical treatment in crisis-hit Spain and Greece should beware of having their European Health Insurance Card (EHIC) unlawfully refused. </span></strong><br />

<span style="color: purple;">The UK's Department of Health has confirmed it's aware of travellers having their plastic turned down in these countries, which are both in major economic turmoil.</span><br />
<span style="color: purple;"></span><br />
<span style="color: purple;">An EHIC entitles users to to pay the same as a local for state-run hospital treatment or a GP (see the </span><a href="http://www.moneysavingexpert.com/travel/free-ehic-card" target="_blank"><span style="color: #3d85c6;"><strong>Free EHIC</strong></span></a><span style="color: purple;"> guide for more information). </span><br />

<span style="color: purple;">The European Commission says hospitals who refuse to grant this treatment to EHIC holders are breaking EU law. </span><br />
<span style="color: purple;"> </span><br />
<span style="color: purple;">An EHIC was never a substitute for travel insurance and this problem underlines that you should get full cover. As well as medical conditions, travel insurance can protect against lost baggage, cancellations, theft and more (see our <span id="goog_1880504889"></span></span><a href="http://www.blogger.com/" target="_blank"><span style="color: #3d85c6;"><strong>Travel Insurance</strong></span></a><span id="goog_1880504890"></span><span style="color: purple;"> guide for the best deals, such as £16/year cover).</span><br />

<span style="color: purple;">If you pay for private care, insurance may cover it. But if it doesn't pay out, you are stuck. </span><br />
<br />
<strong><span style="color: purple;">What's the problem?</span></strong><br />
<br />
<span style="color: purple;">The Department for Health says it understands some holidaymakers in Spain have been asked to sign a 'medical consent form' which is actually a form to be treated via the hospital's private arm, waiving consumers' rights under the EHIC. </span><br />
<span style="color: purple;"></span><br />
<span style="color: purple;">The European Commission adds that many of these Spanish hospitals provide both private and public healthcare. Complaints from tourists centre around the EHIC being refused by public hospitals managed by one private firm. </span><br />
<br />
<span style="color: purple;">Last week the Commission launched the first stage of an "infringement procedure" against Spain, which means it'll take legal action if the problem persists. </span><br />
<br />
<span style="color: purple;">The Department of Health says it's also aware of travellers having their EHIC turned down by some hospitals in crisis-stricken Greece. </span><br />
<br />
<span style="color: purple;"><strong>What should I sign? </strong><br /><br />Firstly, assuming the medical problem is not severe enough to stop you considering your rights, be careful what you sign, particularly if you don't understand it.</span><br />
<br />
<span style="color: purple;">Also be prepared to explain your rights or go to another hospital, or wait until you get back to the UK if you are refused state-run treatment, and you wouldn't be able to get the cost of private care back (see below).</span><br />
<span style="color: purple;"></span><br />
<span style="color: purple;">Of course, your health is more important, so don't delay treatment if it is a necessity. </span><br />
<span style="color: purple;"> </span><br />
<strong><span style="color: purple;">Will travel insurance pay out?</span></strong><br />
<span style="color: purple;">If you've got travel insurance, you may be in luck if you've shelled out for private treatment. Assuming the condition you have is covered, you should be able to claim. </span><br />
<span style="color: purple;">However, most policies have an 'excess' which means you are responsible for the first part of any claim. </span><br />
<span style="color: purple;">Say the excess is £50: if you claimed for something worth £200, you would only get £150 back as the first £50 is your responsibility. Therefore, factor in the excess to any payouts. </span><br />
<span style="color: purple;"></span><br />
<strong><span style="color: purple;">I'm not covered by travel insurance. Can I get my money back?</span></strong><br />
<span style="color: purple;">Sadly, it's highly unlikely. </span><br />
<span style="color: purple;">You can report the problem to the local </span><a href="http://www.fco.gov.uk/en/travel-and-living-abroad/find-an-embassy/" target="_blank" title="British Embassy"><strong><span style="color: #3d85c6;">British Embassy</span></strong></a><span style="color: purple;"> or the European Commission's </span><a href="http://europa.eu/youreurope/citizens/help/index_en.htm" target="_blank" title="European Commission SOLVIT"><strong><span style="color: #3d85c6;">SOLVIT</span></strong></a><span style="color: purple;"> system, which deals with breaches of EU law. </span><br />
<span style="color: purple;">However, these probably won't get you your money back. </span><br />

<span style="color: purple;">If you received treatment under the public healthcare system using your EHIC and you had to pay upfront, which sometimes legitimately happens, you can get your money back either while you're away, or when you get back to the UK. </span><br />

The trams restored were two of the open carriage trams, this involved the replacement of almost all the wood whilst in the workshops near Soller; it is now possible to visualise them as they would have appeared when originally pulled through the streets by horses in the late 1800's.<br />
<br />
Anyone visiting Mallorca would find a days visit to Soller very worthwhile.<br />

If starting from Palma you can drive there either over the very steep and winding hill road, or through the much quicker direct tunnel; or you can catch the <a href="http://www.sollertrain.com/">Soller Train</a> from Palma which travels up the valley then through a long mountain tunnel emerging to spectacular views above the town, there is a short stop at a view-point before looping around on itself during its descent down into the town.<br />

<span style="font-size: x-small;"><em>The UK Civil Aviation Authority (CAA) today reports a positive outcome from discussions with airlines, regulators, and aircraft and engine manufacturers resulting in new measures to reduce airspace closures caused by volcanic ash. These new measures will be available from midday tomorrow.</em></span><br />
<span style="font-size: x-small;"><em></em></span><br />
<br />
<span style="font-size: x-small;"><em>A new area of operations can now be introduced that creates a ‘Time Limited Zone (TLZ)’ between the black ‘No Fly Zone (NFZ)’ and the red ‘Enhanced Procedures Zone (EPZ)’. Aircraft and engine manufacturers, based on new research and analysis, have agreed that it is safe to allow operations in the new zone for a limited time at higher ash densities than is currently permitted.</em></span><br />
<br />
<span style="font-size: x-small;"><em>To operate in the new zone airlines need to present the CAA with a safety case that includes the agreement of their aircraft and engine manufacturers. UK airline Flybe is the first to achieve this and will therefore be able to use the new zone from midday tomorrow.</em></span><br />
<br />
<span style="font-size: x-small;"><em>This means that areas of our airspace that would have previously been closed can safely open, further minimising flight disruption. </em></span><br />
<br />
<span style="font-size: x-small;"><em>Announcing the change Andrew Haines, Civil Aviation Authority Chief Executive, said: “I’m pleased that the huge efforts we’re all making across aviation to keep flying safe whilst minimising the disruption from the volcano have resulted in further progress. Unprecedented situations require new measures and the challenge faced should not be underestimated. Firstly because the standard default procedure for aircraft that encounter ash, to avoid it completely, doesn't work in our congested airspace. Secondly, the world’s top scientists tell us that we must not simply assume the effects of this volcano will be the same as others elsewhere. Its proximity to the UK, the length of time it is continuously erupting and the weather patterns are all exceptional features.</em></span><br />

<span style="font-size: x-small;"><em>"The answer can only come, therefore, from aircraft and engine manufacturers establishing what level of ash their products can safely tolerate. At an international aviation conference we held last Thursday, attended by all the leading airline operators this approach was welcomed and supported. The manufacturers are co-operating fully and urgently in this task and the new zone is an excellent example of how the industry should be working to move the issue forward and I commend Flybe for its work.</em></span><br />

<span style="font-size: x-small;"><em>"It's the CAA's job to ensure the public is kept safe by ensuring safety decisions are based on scientific and engineering evidence; we will not listen to those who effectively say 'let's suck it and see."</em></span><br />

<span style="font-size: x-small;"><em>The introduction of the Time Limited Zone is based on measurements collected from test flights through the current ash cloud over the past month, as well as on data and evidence compiled and analysed from previous volcanic ash incidents combined with additional analysis from manufacturers. </em></span><br />

<span style="font-size: x-small;"><em>Operations in the newly established Time Limited Zone may be subject to time limits and increased maintenance practices. The new Zone’s area will be established using Met Office forecasts, and will be approved by the CAA before operations are allowed within it. </em></span><br />

<span style="font-size: x-small;"><em>The CAA will maintain its focus on the public interest by bringing the industry together to facilitate safe operations. Already over the past month there has been much learning from the combined efforts of operators, manufacturers, NATS, other regulators, forecasters from the Met Office, volcanologists and research agencies and this will continue. </em></span><br />

Mallorca was not alone in the massive resultant problems, it was not long before Palma de Mallorca airport was closed. As no flights were able to depart to large areas of Europe including the UK, travellers were left trapped in the airport terminal buildings.<br />

Many hotels appeared unsympathetic to their guests as they simply continued packing their tourist guests off onto the transfer coaches to vacate them from their rooms.<br />

With no flights from Palma, ferries to the Barcelona on the Spanish mainland soon filled leaving no alternative transport to leave any of the Balearic Islands.<br />
